Elections
The TAC Constitution specifies the following positions will be up for election at an AGM. Nominations to run for the TAC Steering Committee will be taken at the meeting.

• Co-Chairs, one male and one female.
• Secretary
• Treasurer
• Four Area Representatives
• Three Members at Large

At least one half of the elected members of the Steering Committee shall be women. To be eligible to run for a position you must be a member in good standing from a Toronto Area Riding.

All Toronto Area members of the NDP in good standing may attend the meeting but only those who are Voting Delegates as defined in Article IV of the Toronto Area Council Constitution are entitled to vote.

Convention Resolutions

TAC will be considering convention resolutions at its Annual General Meeting Sunday, February 19, and you can participate. The session considering these resolutions will take place after lunch, beginning about 1:30pm. The Toronto Area Council (TAC) has the authority to submit resolutions for consideration at the Ontario NDP Convention taking place in Hamilton April 13-15, 2012.

Who can attend and participate in debate?

Pursuant to the Toronto Area Council Constitution, any Toronto member in good standing can attend the Toronto Area Council AGM, however only voting delegates as defined in our constitution can vote on a resolution. If you are unsure about your delegate status please email info@torontondp.ca no later than Wednesday, February 15, 2011. Please include your full name, and delegation or riding.

Who can submit a resolution?

The Toronto Area Council will consider resolutions submitted by any member in good standing from the Toronto ridings as defined in our constitution link here: www.torontondp.ca, however only those delegates with voting rights may vote on a resolution. Non-voting delegates from the Toronto Area are granted speaking rights at Toronto Area Council Meetings and are encouraged to participate in the debate. Number your resolutions in order of priority—this will determine in what order they are presented and debated.

In what order will resolutions be presented and debated at the meeting?

Resolutions will be accepted in the order they are received. Resolutions should be submitted by February 17, 5pm via email at info@torontondp.ca. We will assign sequencing numbers to the resolutions submitted and prepare 50 copies.

We will present resolutions for debate at a rate of one per person or organization, according to the order in which they have been received and the priority that you have assigned to each. For example, if we receive two resolutions from Jack followed by one from Diane, we will debate Jack’s first priority, then Diane’s resolution, then Jack’s second priority.

What if I missed the resolution deadline, can I still submit a resolution from the floor?

Late resolutions shall require a two-thirds vote of the Council to be debatable on the floor, and should be introduced at the beginning portion of our resolution portion of the AGM. In accordance with Parliamentary Procedure, limited debate will be allowed whether to accept the resolution only. The mover of each resolution will be given the opportunity to speak for one minute on the reasons to accept the resolution and should outline reasons for late submission. Following this limited debate, the Council will vote on whether to accept the resolution. A majority vote is required for acceptance.

Amendments to TAC’s Bylaws will be considered during the morning session of the TAC AGM February 19.

1) Proposed amendment by insertion of new section to appear as By-law 4.3, text below:

3. Article VI.2 i) of the TAC Constitution states that all Toronto Area NDP members in good standing are eligible to be elected to the Steering Committee. Members wishing to stand for election to the Steering Committee shall be present at the General Meeting where the election takes place, or in the event a member wishing to stand for election cannot be present at that meeting, the member shall inform TAC’s Secretary in writing of her/his willingness to stand for election. The written communication may be delivered to TAC’s Secretary by hand before the vote is taken. The written communication may also be made electronically or by postal service provided that delivery is received by TAC’s Secretary at least 24 hours prior to the commencement of the General Meeting at which the election takes place.
